  1. General Regulations

The ISU World Synchronized Skating Championships 2009 is an Event of the International Skating Union (ISU) and will be conducted in accordance with the ISU Constitution and General Regulations 2008, ISU Special Regulations and Technical Rules Synchronized Skating 2008, as well as all pertinent ISU Communications.

Participation in the ISU World Synchronized Skating Championships 2008 is open to all Teams who belong to an ISU Member, Rule 130, paragraph 7) and qualify with regard to eligibility according to Rule 102, provided the ages fall within the limits specified in Rule 108, paragraph 3 a) and they meet the participation, citizenship and residency requirements according to Rule 109, paragraphs 1 and 2 d.

Each participating team must consist of sixteen (16) skaters and may have up to a maximum of four (4) alternates listed on the Team Entry Form (Rule 701, paragraph 3 c) and 3 d).

  2. Technical Data

The ISU World Synchronized Skating Championships 2009 will take place at the “Dom Sportova Arena” with the ice surface of 30m x 60m. Official practices will also take place at the “Zagreb Fair Arena” (Practice Rink), which is 30m x 60m. Both rinksare indoor, heated and artificial ice rinks. The driving distance between the two rinks is app. 20 minutes.

SHORT PROGRAM  

Duration: 2 minutes and 50 seconds maximum, but may be less, Rule 904, paragraph 1. a).
The required elements to be skated are listed in Rule 905, paragraphs 1 and 2, Group A.

FREE SKATING   Duration: 4 minutes, 30 seconds, +/- 10 seconds, Rule 904, paragraph 2 a.
Composition in accordance with Rule 911

  3. Entries

3.1 General

Entries must be accompanied by the official "ISU Declaration Form” as per Rule 131. Entries by fax or e-mail must be confirmed by a letter sent out simultaneously to the Organizers (Rule 115, paragraph 5).

The completed Declaration Form must be signed by the Team Captain for Synchronized Skating and also by all Officials (including team officials) appointed by the Member serving at an ISU Event (Judges, Team Leaders, and also those Coaches, Choreographers, Team Medical Doctors, Physiotherapists, Team Officials who are requesting accreditation for the Event).

In case of competitors who are not full of age (under 18), such Declaration must be co-signed by at least one of the parents or other guardian at law.

Each Entry Form and Declaration Form must be signed by an authorized ISU Member Representative such as President, General Secretary, Executive Director, CEO (Rule 104, paragraph 4).

3.2 Entries of Teams:

In accordance with Rule 768, paragraph 1, ISU Members must enter teams and their substitutes by name on the official entry forms. Entries and substitutes must be sent simultaneously by registered mail or fax to:

Entries must reach the ISU Director Figure Skating, the Organizing Committee and the ISU Secretariat no later than March 12, 2009 (see Rule 768, paragraph 1).

Entries must be made by the Member concerned and must be forwarded by letter, fax or electronic mail. Entries by e-mail and fax must be confirmed by a letter to the Organizers sent out simultaneously (Rule 115, para 5).

3.2 Entries of the Official Team Delegations

The names of the Team Leaders, Team Managers, Coaches, the Official Team Service Personnel, and Team Medical Personnel must be listed on the ISU Member Entry Form.

Accreditation will be provided to those who are officially accepted by the Organizing Committee.

Please be advised that accreditation will be given to:

  • Official Team Delegations composed of Skaters, Team Leaders (one per country), Team Managers (1 per Team), Official Coaches (2 per Team), Team Service Personnel (2 per Team), Team Medical Personnel (1 per Team – OC might request a document upon accreditation)
  • Federation / Association Representatives (2 per country including the President).

The names of all requested Team Members must be listed on the official Entry Form “Composition of Delegation”. All forms must also be returned by March 12, 2009.

Each Team must turn in to the Organizing Committee together with the entry forms the “Program Content Sheet”. It is not permitted to hand over the Program Content Sheets directly to the acting Officials.

  4. Judges

4.1 Nomination of Judges

According to ISU Technical Rules Synchronized Skating 2008, Rule 972, the official Entry Form for Judges by number must reach the ISU Director General by October 1st, 2008.

In accordance with the draw results the official Entry Form for Judges by name must reach the ISU Sport Director Figure Skating, the ISU Secretariat and the Organizer not later than February 15th, 2009 (See ISU Technical Rules Synchronized Skating 2008 Rule 972).

Please note that the procedures in regard to entry forms and declaration forms as outlined in ISU Communication 1523 need to be strictly observed.

4.2 Judges Meetings

The first Judges' Meeting will be held on Thursday, April 2, 2009 at 17:00 hours at the Hotel Panorama.

The Judges' Round Table Discussion will be held on Sunday, April 5, 2009 at 08:00 hours at the Hotel Panorama.

  5. Meals, Lodging and Travel Expenses

In accordance with ISU General Regulations 2008, Rule 137, paragraph 15. b) the Organizer will provide and cover the expenses for rooms and meals for the Referee, Assistant Referee Ice, and for the Judges beginning with lunch on Wednesday, April 1, 2009 through breakfast on Sunday, April 5, 2009.

In accordance with ISU General Regulations 2008, Rule 137, paragraph 15. c) the Organizer will provide and cover the expenses for rooms and meals to the Technical Controller, Technical Specialists and Data and Replay Operators beginning with dinner on Tuesday, March 31, 2009 through breakfast on Sunday, April 5, 2009.
Travel expenses will be paid in accordance with ISU General Regulations 2008, Rule 137. Out of pocket expenses for the Referee, Assistant Referee Ice, Technical Controller, Technical Specialists, Data and Replay Operator, OAC Members and the Judges will be paid in accordance with the ISU Memorandum for Guidance in Hosting the ISU Synchronized Skating Championships and ISU Communication 1401. These expenses will be provided at the time of accreditation.

All extra expenses incurred by any Official will be the responsibility of that person. Should any Official arrive at the hotel before or stay after the period described above, their room costs and expenses will be their responsibility and must be paid upon arrival.

  6. Official Practice

Official Practice for Teams will begin on Wednesday, April 1, 2009.

Each participating Team will have an official practice session at the Practice Rink at the “Zagreb Fair Arena” as well as an official practice session at the “Dom Sportova Arena” on Wednesday, April 1 and Thursday, April 2, 2009.
Each participating team will be given a 10-minute period of official practice ice for the Short Program on Friday, April 3 and a 12-minute period for the Free Skating on Saturday, April 4, 2009 on the competition ice surface at the “Dom Sportova Arena".

  7. Music

All Teams shall furnish competition music of excellent quality on either MD (Mini Disk) or CD (Compact Disk) format. The disks must show the exact running time of the music (not skating time), which shall be certified by the Team and by the Coach, when submitted at the time of registration. Each program (Short/Free) must be recorded on one track and on a separate disk. Teams must provide a back-up drive for each program (see Rule 724, paragraph 1)

The titles, composers and orchestras of the music to be used for the Short and Free Skating programs must be listed for each team on the official Music Information Form and attached to the official Entry Forms as per Rule 768, paragraph 7.

In accordance with Rule 724, paragraph 1, all tapes and cassettes must:

  • be properly inserted in their original container
  • be clearly identified with the name of the team
  • indicate the type of program (Short Program/Free Skating)
  • show the exact running time of the music (not skating time)

If the music information is not complete and tapes or discs not provided, the accreditation will not be given.

  8. Arrival of Participants

All the Referees, Judges, Members of the Official Team Delegation taking part in the ISU World Synchronized Skating Championships 2009 are requested to inform the Organizing Committee as soon as possible, but no later than March 12, 2009, on the enclosed forms, about the names of the airline company, flight numbers, dates and time of arrival in Zagreb, Croatia.

Transportation will be provided between the Zagreb International Airport (ZAG) or Main Train Station and the Official Hotel(s) for Teams, ISU Office Holders, Referees and Judges, the Technical Panel and OAC Members. The accredited Members of the Official Team Delegation (Coaches, Team Service and Medical Personnel) will only have transportation provided they travel with the Team.

  9. Accreditation

Accreditation will be provided as per paragraph 3. with the following accreditation hours:

           Tuesday, March 31 to Thursday, April 2, 2009 from 09:00 to 20:00

at Four Points - Panorama Hotel.

After this period accreditation will be moved in “Dom Sportova Arena” – room Zagreb with following accreditation hours:

           Friday, April 3 to Saturday, April 4, 2009 from 09:00 to 20:00

For accreditation/ID purposes, all the mentioned persons, except the ISU Office Holders, Officials and Guests, must submit, no later than March 12, 2009, a passport type colour photograph together with the Entry Forms (please print the name on the back of the photo). The Team Leaders/Managers are requested to bring copies of passports of all the skaters (a Team-folder, sorted in the alphabetical order) and present all the passports at the time of registration. These will be checked before the Opening Draw.

The Teams must make all requests for reservations of rooms at the Official Hotels only and directly to the Organizing Committee by October 1, 2008. The request shall include a wished rooming list (by number – not by names).

The Official Hotel will not reserve rooms without the authorization of the Organizing Committee. The Organizing Committee will authorize the Official Hotel to reserve rooms, in accordance with the rooming list for the Teams once the request is received. Hotel will be reserved on the first come – first serve basis.

After authorization from the Organizing Committee, Hotel will confirm each request with the designated Team Manager/Team Leader/Federation.
As soon as the Team Manager/Team Leader/Federation receives reservation confirmation from the Hotel, the Team Manager/Team Leader/Federation must transfer the advance deposits of 50% for all reservations to the Hotel directly by November 15, 2008 at the latest.

The remaining 50 % are to be paid to the Hotel latest by March 12, 2009.

The Organizing Committee must receive Teams’ requests for rooms by October 1, 2008.

  11. Team Meal Plan (optional)

An optional meal plan will be provided. The meals will be served in buffet style. Please refer to FORM F. All the prices are quoted in € (Euro). Return this form no later than March 12, 2009.

For further information about the meal arrangements, we refer to the “First Information”.

  12. Transportation

Transportation will be provided between the official hotels and the “Dom Sportova Arena” (main rink) as well as the “Zagreb Fair Arena” (practice rink).

  13. Liability & Insurance

In accordance with Rule 119, it is the sole responsibility of each Member participating in the ISU Events, to provide medical and accident insurance for their Athletes, Officials and all other Members of the Member’s Team. Such insurance must assure full medical attendance and also the return to the home country by air transport or by other expeditious means of the ill or injured person.

The ISU, the Croatian Skating Federation and the Organizing Committee assumes no responsibility for or liability with respect to bodily or personal injury or property damage incurred in connection with the Championships by Competitors and Officials.

  14. Anti-Doping Controls

The Anti-Doping tests will be conducted in accordance with the current ISU Anti-Doping Rules & Procedures (ISU Communications No. 1447 and 1448 or any further update of this Communication).

  15. Title and Medals

The winner will bear the title:

World Synchronized Skating Champion for 2009 (see ISU Regulations, Rule 133).

The Synchronized Skating Championships gold medals will be awarded to the Champion Team and silver and bronze medals to the second and third placed Teams at the end of the Championships.

In accordance with Rule 134, paragraph 3f), a small ISU gold medal will be awarded to the winner of each event (Short Program and Free Skating) and small silver and bronze medals to the second and third Teams, but no anthem will be played or flags raised.

The small medals for Short Program will be awarded on the occasion of the Draw for the starting order for Free Skating, and the small medals in Free Skating will be awarded at the Press Conference directly after the conclusion of the Victory Ceremony on Saturday, April 4, 2009 in the Press Conference room.

  16. National Anthem   

The Organizing Committee asks all Members to bring a copy of their national Anthem on CD.
